Dr Tim Higgins and Professor Bruce Chapman investigated the implications of bond indexation and alternative indexation arrangements on equity and costs of HELP debt in a pro-bono policy analysis project.  This work was done in collaboration with the Higher Education Legislation and Finance Working Group, Department of Education. 

Dr Higgins and Professor Chapman modified and reported on the costs to borrowers and costs to government of different loan indexation options and suggested that the government consider a hybrid interest rate arrangement or a loan surcharge as possible alternatives to bond rate indexation. The report received extensive media coverage and was endorsed by universities and lobby groups.
